"We will discuss the 2021 redistricting cycle in Oregon; the legal rules governing redistricting (both federal and state); and recent, mid-decade redistricting plans in other states (Texas, California, Missouri to date). Norman Williams is the Peterson Professor of Constitutional Law at Willamette University College of Law, where he also serves as the Director of the Center for Constitutional Government. His book on legislative and congressional redistricting in Oregon (Constructing a Democracy: The History, Law, and Politics of Redistricting in Oregon) was published in 2023 by Oregon State University Press. A graduate of Harvard University and NYU School of Law, Williams practiced in the U.S. Supreme Court practice group at Mayer, Brown & Platt in New York City before joining the Willamette faculty. He is regularly interviewed by national media on various topics involving constitutional law and election law."
